The officers Rocco Lucido once Elijah Dominguez went up to the desk and recorded the clerk was told that he can not record in the police department and could not record her cause she was not like him fearing for his safety he left the police department where he was intimidate pursuant to Penal Code § 422 PC

Rocco lucido and Eric ghisletta and Lt Patrick salamid where involved in defrauding employees through The Martinez Police Officers Association Registered with the secretary of state entity number 727207 and was involved in defrauding employees compensation of two deceased officer Sgt. Paul Starzyk and Catalina Torres, who died in a Sept. 6 shooting by using MARTINEZ POLICE OFFICERS' ASSOCIATION to embezzlement money from the trust Account by socliting calls with the unregistered business organization and was franchise tax board (FTB) suspended Control ID LBA17846790 and suspended by the secretary of state of California suspended Control ID LBA17846781 on 08/27/2019
Elijah Dominguez had made a complaint to the City of martinez via city council and through correspondence and on a meeting on July 2nd 2019 Elijah Dominguez and the City of Martinez’s refusal to honor a legally binding settlement with a Contra Costa County real estate developer may cost taxpayers more than $35 million in damages, forcing the City into bankruptcy this was protected under the first amendment right to readdress the government for grievances.
On December 4th 2019 Elijah Dominguez used public information request act under California government code 6250 request for the oath of officer on the police roster and there oath of office the results of the investigation that Rocco lucido and sgt Steven gaul didn't have a oath of office Pursuant CA Codes (gov:1360-1369

Elijah Dominguez had concern City of Martinez is imprisoning people and arrest for profit and made a complaint to the city council meeting on July 2nd 2019 pursuant to the Martinez Municipal code 2.80.010 and official complaint on October 23, 2019 officer ignored the criminal complaint and evidence brought before the city about police corruption and ignored evidence saying there will be no further investigation
On December 13th 2019 officers Rocco Lucido and Sgt Steven Gaul was involved in a kidnapping for Ransom pursuant to California penal code 207 after Elijah Dominguez had made a citizen arrest pursuant to California penal 834&837 and did so under the California penal code Rocco lucido and sgt Steven gaul recieved call Elijah dominguez had made a citizen arrest of the mayor Rob Stanley Schroeder after failure protect the city and properly investigate the city of Martinez
Rocco lucido committed perjury after testifying on the stand that he was a sworn officer of the law but according to statement made by the Martinez Police Department in a workplace violence restraining Rocco lucido knowingly impersonation perjured himself by stating he was a sworn officer of the law Knowingly this to be false.
Both officers Steven gaul and Rocco lucido knew about the Martinez PD Policy Manual 331 for private person arrest Private Persons Arrests this was done in felony with a firearm California Penal Code § 12022.5 PC where officer did not follow the law of California or there own municipal policy intentionally delaying and obstruction of a criminal investigation According to California Penal Code § 135 PC to protect there criminal enterprises under California CORPORATE CRIMINAL LIABILITY ACT
Steven Gaul knowingly made a false insurance claims to get payed out claiming that I had bit his finger knowingly this to be false officer Steven gaul based his claims off a Contra Costa county sheriff deputy who claimed I bit his finger but was not proven beyond a reasonable doubt by a jury of my peers and knew it was false in order to commiting insurance fraud California Penal Code 550 PC
this was based on a September 23rd 2019 case and was made knowingly false claims in order to get payed out this was done on December 13th
On December 13th 2019 the Martinez police officers knowingly and fraudlent recieved stolen property after arresting where Elijah Dominguez where Elijah Dominguez did not give permission to hold his property and should of been allowed to call family members or some to hold his property and willfully embezzlement his property and imprisoned him and then sold his property using Martinez Municipal policy 2.84.010 then to auction of things of value without regards to the property owner in violation of California constitution article 1 section 19 and 21 In violation of California Penal Code § 496 PC
The city of Martinez sought to defraud me out of $4m of actual cash value but creating monetary obligation in my name on an account but making me the debtor and doing this without authorizated permission and then would cash in on the payment according to 2.80 while fraudlent imprisoning a victim for inquiring about public records and was convicted based on a constitutional protected activity
